In addition you need to consider your hidden costs. A CMS website will place an additional workload on the clerk which may well impact upon the clerks hours and therefore the costs to the council. It should also be borne in mind that no CMS is a perfect solution. Unlike a bespoke, hand-coded website which is infinitely scaleable, by its nature a CMS imposes restrictions and limitations and we strongly recommend that you study the tutorials and take a thorough test drive of any CMS before purchase.
